Rental Assistance Program
The purpose of HIP is to provide temporary rental or mortgage assistance and supportive services related to housing and financial literacy issues for individuals and families experiencing a financial crisis due to unforeseen and unavoidable circumstances.
The program may provide individuals with:
- Short-term rental assistance; or
- Mortgage loans.
Individuals and families residing in homeless shelters may also be eligible for the program if their stay is due to unforeseen circumstances and they are able to demonstrate the capacity to be self-sufficient.
This program may provide individuals with:
- Security deposit; or
- Short-term rental assistance.
HPRP is focused on housing for homeless and at-risk households. This program provides:
- Temporary financial assistance
- Housing relocation and stabilization services
This program is for James City County residents only unless your locality is out of funding or does not participate in this program. It is important to note that this program is not a mortgage assistance program. Program is closed.
This program is a Federally funded rent-subsidy program that provides ongoing rental assistance to qualified lower-income families or individuals.
Participants lease privately owned single-family homes, town homes, apartments, and manufactured homes. Eligible families or individuals must complete a preliminary application to be placed on the waiting list for assistance. At this time, our Section 8 waiting list is CLOSED. Time and date for waiting list openings will be posted in local media outlets.
In addition to regular vouchers, James City County administers special purpose vouchers including: mainstream vouchers for persons with disabilities and family unification vouchers. OHCD also offers the opportunity for voucher participants to enroll in the Family Self-Sufficiency Program.
Rental Tax Credit
Provides state tax credits to landlords who offer rental property at reduced rates to elderly or handicapped individuals.
