Rental Assistance Program
The purpose of VHSP is to provide temporary rental or mortgage assistance and supportive services related to housing and financial literacy issues for individuals and families experiencing a financial crisis and being evicted to try to remain housed.
This program also assists individuals and families resideing in shelters or on the street to be rapidly rehoused.
The program may provide individuals with:
- Housing Counseling;
- Security deposit; and/or
- Short-term rental assistance.
This program is available to James City County, City of Williamsburg, and Upper York County residents. Individuals in housing crisis need to call the Housing Crisis Hotline to complete the intake process - referrals and resources will be suggested.

This program is a Federally funded rent-subsidy program that provides ongoing rental assistance to qualified lower-income families or individuals.
Participants lease privately owned single-family homes, town homes, apartments, and manufactured homes. Eligible families or individuals must complete a preliminary application to be placed on the waiting list for assistance. At this time, our Section 8 waiting list is CLOSED. Time and date for waiting list openings will be posted in local media outlets.
OHCD also offers the opportunity for voucher participants to enroll in the Family Self-Sufficiency Program.
Rental Tax Credit
Provides state tax credits to landlords who offer rental property at reduced rates to elderly or handicapped individuals.
