DEVELOPMENT REVIEW COMMITTEE ACTIONS REPORT

MEETING OF SEPTEMBER 7, 2005

 

Case No.  C-102-05.3406 N. Riverside Overhead Utility Waiver

Mr. Greg Findlay applied for an overhead utility waiver of Section 19-33 of the James City Zoning Ordinance.  Approval of the waiver would allow an approximate 500 foot extension of overhead power across the northern portion of 3406 N. Riverside, further identified as Parcel No. (1-8H) on James City County Real Estate Tax Map No. (9-4).  DRC review is necessary for all utility waiver requests.

DRC Action:   The DRC recommended approval of the exception request  by a vote of 3-0.

 

Case No.  SP-21-05. Powhatan Phase 5 Amendment and Sidewalk Waiver

Mr. Clarke Willey applied on behalf of Centex Homes for a sidewalk waiver of Section 24-35 of the James City County Zoning Ordinance.  Approval of the waiver would allow the elimination of a section of sidewalk within the Villages of Powhatan residential development, to be replaced by an equivalent pedestrian trail with trail marker signs.  The property is located at Powhatan and News Road, and can be further identified as Parcel No. (1-21) on James City County Real Estate Tax Map No.(38-3).  DRC review is necessary for modifications of sidewalk requirements listed under Section 24-35(a) of the James City County Zoning Ordinance.

DRC Action:   DRC recommended approval of the sidewalk modification contingent upon installation of the additional pedestrian path and installation of walking trail signs at trailheads by a vote of 3-0.   

 

Case No.  SP-84-05. New Town, CDA Condos- Block 8, Parcel E

Mr. Kenneth Jenkins of LandTech Resources applied on behalf of Diversied Commercial Investments for approval of 40 condominium units on .47 acres in Section 2 & 4, Block 8 of New Town.  The property is specifically located at 5215 Center Street and can be further identified as Parcel No. (24-4) on James City County Real Estate Tax Map No. (38-2).    DRC review is required because more than 30,000 square feet of building area is proposed.

DRC Action:  DRC recommended preliminary approval by a vote of 3-0.

 

Case No.  SP-100-05. Ironbound Square, Bay Aging

Mr. Vaughn Poller applied on behalf of James City County Housing and Community Development for approval of a 67-unit age-restricted apartment complex on 3.75 acres.  The property is located at 4400 Ironbound Road and can be further identified as Parcel Nos. (1-57), (1-58), (1-59), and (8-1) on James City County Real Estate Tax Map No. (39-1).  DRC review is required because more than 30,000 square feet of building area is proposed.

DRC Action:  DRC recommended preliminary approval by a vote of 3-0.

 

Case No.  S-78-05.  Stonehouse, Fairmont Sections 1-4

Mr. Ronnie Orsborne of LandMark Design Group applied on behalf of Fairmont Investment, LLC for approval of 127 residential lots on 174.7 acres and for an exception to Section 19-52 of the James City County Subdivision Ordinance to allow cul-de-sac street lengths greater than one thousand feet..  The property is located at 9301 Six Mount Zion Road and can be further identified as Parcel Nos. (1-5), (1-6), (1-7), and (1-8) on James City County Real Estate Tax Map No.(5-4)  DRC review is required for any ordinance exception and because more than 50 lots are proposed.

DRC Action:  The DRC unanimously recommended that the proposal be found consistent with the Stonehouse Master Plan and recommended approval of the cul-de-sac exceptions.  The DRC deferred action on preliminary approval for this case until the September 28, 2005 DRC meeting.

 

Case No.  SP-103-05/S-79-05. Colonial Heritage Phase 4

Mr. Richard Smith of AES Consulting Engineers applied on behalf of U.S. Home Corporation for approval of137 residential lots on 103.7 acres.  The property is located at 6175 Centerville Road and can be further identified as Parcel No. (1-11) on James City County Real Estate Tax Map No. (31-1).  DRC review is required because more than 50 lots are proposed.

DRC Action:   The DRC deferred action on preliminary approval for this case until the September 28, 2005, DRC meeting.
