Development Management


James City County is a dynamic growing community with a rich history. The Department of Development Management is here to assist all of us in our efforts to manage our growth in a way that will allow future generations to live in and enjoy the wonderful natural and man made environment of James City County. In partnership with our citizens we can make a difference.

Planning Division

The Planning Division provides staff support to the Board of Supervisors, the Planning Commission, and its subcommittees. Staff is responsible for processing and reviewing rezonings, special use permits, height waivers, site plans, and subdivisions."Staff makes planning-related policy recommendations to the Planning Commission, responds to citizen inquires, implements the Comprehensive Plan, and acts as a liaison to a variety of other Board-appointed committees, community organizations and government entities.

Zoning Enforcement

The Zoning Administrator is empowered to administer, interpret and enforce compliance of the Zoning Ordinance and other County Codes concerning inoperable vehicles, excessive trash, and uncut grass at abandoned houses.

The Building Safety and Permits Division

The Building Safety and Permits Division is responsible for the administration and enforcement of the Virginia Uniform Statewide Building Code. This includes the review and the issuance of building permits and conducting the required building inspections. Applications for such permits can be made to the Building Safety and Permits Division or at Satellite Services.

Engineering and Resource Protection Division

The Engineering and Resource Protection Division is responsible for the application of established environmental-related ordinances, programs and policies. This is accomplished by effective plan of development review, compliance monitoring, enforcement, watershed planning, and public education.
