EMERGENCY MANAGEMENT / EMERGENCY OPERATIONS CENTER

The Emergency Services Division of the JCC Fire Department is responsible for planning and coordinating the County’s response to natural and manmade disasters. The Division develops and maintains all emergency management plans and programs, and oversees the Emergency Operations Center in Toano.

Consistent with Virginia statutes, County Administrator Robert Middaugh is the Emergency Management Director and Fire Chief Tal Luton is the Coordinator of Emergency Management. The Director of Emergency Services, and Deputy Coordinator of Emergency Management, is Kathleen Hale.
 

All JCC employees and numerous community volunteers provide critical support to emergency management operations.
