Welcome to the HELP Program!
The Home Energy Loss Prevention (HELP) program is managed by the James City County Office of Housing and Community Development (OHCD) and includes all current and future energy programs managed by the OHCD.
Over the past 2 years the HELP program has assisted local area contractors in obtaining certification as Building Performance Institute (BPI) Certified Building Envelope Analysts and BPI Certified Air Leakage Control Installers. The program has enabled homeowners to have energy assessments performed on their homes and receive grant funding or low interest loans to make their homes more energy efficient.
Funding for the HELP program is provided through a Climate Showcase Communities grant by the U.S. Environmental Protection Agency (EPA) and an Energy Efficiency and Conservation Block Grant awarded by the U.S. Department of Energy (DOE) and Virginia Department of Mines, Minerals, and Energy (DMME).
