Welcome to the HELP Program!


Managed through the James City County Office of Housing & Community Development, the HELP program is a combination of several ongoing projects with the goal of educating homeowners about energy efficiency opportunities, and assisting them in making the necessary improvements to their homes.

 

We hope that through the Program's online tools and resources every homeowner will find energy efficiency solutions that work for their home.  Click an option below to see what opportunities are available for you, because after all, everyone needs a little HELP!

 

RetrofitRecovery Through Retrofit Program


The Recovery Through Retrofit Program is funded through an Energy Efficiency and Conservation Block Grant from the VA Department of Mines, Minerals and Energy. Through this ongoing pilot program the County seeks to make it easier for home owners to increase the comfort, safety, and energy efficiency of their homes. 

 

This program offers:

 

1. Funding to help provide Training Opportunities for Contractors

2. Financing Options for Residents to help them afford energy assessments and energy improvements for their home

3. Providing general assistant on connecting Residents and Contractors

GHG ReductionAdvancing GHG Reduction Through Affordable Housing Program


This program is funded through a Climate Showcase Communities grant from the US Environmental Protection Agency.  The goal of the program is to preserve affordable housing by making homes more energy efficient.  The program will improve energy performance in residential buildings and supplement on-going neighborhood revitalization efforts throughout a specific census tract in the County


This program offers:

 

1. Free energy assessments to qualified homeowners

2. Provides funding for energy efficient upgrades for foreclosed homes
