Accomplishments Since 2003
James City County staff from every department uses the goals, strategies and actions detailed in the Comprehensive Plan to guide their program development and tasks throughout the year. Here are just a few highlights of projects that have been completed over the past 5 years based on the guidance of the 2003 Comprehensive Plan.
- The first of four planned bus stops has been established in New Town, and WAT has extended a new line from William & Mary’s Campus.
- The James City County Business Incubator has been established in Ironbound Village. The Business Incubator provides a place for small business to grow to a self-sustaining status through mentoring and other programs, and to establish themselves in James City County as a viable corporate citizen.
- In 2006 and 2007 there were 11 business announcements within the County creating over 200,000 square feet on nearly 50 acres. This resulted in over $18 million in capitol investment and created over 350 new jobs.
- Anniversary Park, adjacent to the Jamestown Settlement and used as the site of America’s 400th Anniversary commemoration, was acquired by the County and is being master planned for future uses.
- Both a third high school, Warhill, and an eighth elementary school, Matoaka, opened for the 2007-08 school year.
- The 19th Century Free Black Domiciles in Freedom Park were constructed to educate visitors on the subject of free black living conditions during the 1803 to 1850 time period on the Hotwater-Cole tract in James City County.
- The historic Norge Depot was saved from destruction and relocated to adjacent to the James City County Library. The building is currently undergoing rehabilitation and has been submitted to the Department of Historic Resources for registry listing in the National Register of Historic Places and the Virginia Landmarks Register.
- The JCSA received a $15,000 grant from the Virginia Department of Environmental Quality to assist homeowners who properly abandon their old, unused wells.
- County staff successfully applied for $4.95 million in federal funds for the Route 60 Renovation Project, and for $3.07 million in federal funds for the Monticello/Ironbound intersection.
- Assisted by County staff, the New Town Development Review Board worked to approve several plans within New Town, including mixed-use structures. The Board also approved construction of Legacy Hall, a community center for the use of area citizens. Construction was completed in December, 2006.
- Energy conservation audits are being incorporate in all housing rehabilitation projects. Project specifications include improvements to increase energy efficiency and to reduce utility and maintenance costs for the owner. The Office of Housing and Community Development has encouraged builders participating in the Affordable Housing Improvement Program to construct homes in accordance with model energy efficiency programs of utility companies and affiliates.
- The County applied for and received a reservation of $2.9 million of Virginia Housing and Development Authority SPARC funds, its largest allocation of low interest mortgages ever.
- The County has adopted several policies to guide contributions of cash proffers, including parks and recreation, school, water, and sewer proffers.
