Planning Commission Public Hearing Notice

 

The Planning Commission of James City County, Virginia, will hold a public hearing on Monday, December 6, 2004, at 7:00 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County, Virginia, to consider the following:

 

Case No. SUP-30-04. JCSA, Riverview Plantation, Water System Improvements. The James City Service Authority has applied for a special use permit to construct approximately 8,000 linear feet of 8-inch water main from the intersection of Beech Road and Wrenfield Drive in the Wexford Hills subdivision along the west side of Newman Road and the north side of Riverview Road to the intersection of Riverview Plantation Drive and Greenway Drive in the Riverview Plantation subdivision. The properties are located at 8200, 8204, and 8208 Wrenfield Drive and 5526 Riverview Road and can be further identified as Parcel Nos. (2-69), (2-70), (2-71) on James City County Real Estate Tax Map No. (15-4) and Parcel No. (1-2) on Tax Map No. (8-3). Portions of the water system improvements will also be constructed within VDOT Right-of-Way. These parcels are zoned A-1, General Agricultural, and designated as Rural Lands and Park, Public, or Semi-Public Open Space on the Comprehensive Plan Land Use Map.

 

Case Nos. Z-12-04 & SUP-29-04. JCSA, Cardinal Acres Duplex. The James City Service Authority (property owner) and Michael Putt (contract purchaser) have applied to rezone approximately 0.46 acres from R-8, Rural Residential, to R-2, General Residential, and has also applied for a special use permit to construct a duplex unit on a portion of the property. The parcel is located at 1899 Jamestown Road and can be further identified as Parcel No. (1-3) on James City County Real Estate Tax Map No. (46-4). The parcel is designated Moderate Density Residential on the Comprehensive Plan Land Use Map which allows densities of up to twelve dwelling units per acre.

 

Case No. SUP-27-04. Williamsburg Community Chapel Expansion. Mr. John Rhebergen of Gossen Livingston Associates, Inc. has applied on behalf of Williamsburg Community Chapel for a special use permit to allow an expansion of the existing house of worship which would include approximately 58,000 square feet of building footprint and approximately 48,000 square feet of second floor space. The property is located at 3899 John Tyler Highway and can be further identified as Parcel No. (1-2A) on James City County Real Estate Tax Map No. (46-1). The property is zoned R-8, Rural Residential, and designated Low Density Residential on the Comprehensive Plan Land Use Map.

 

Case No. Z0-3-04. Zoning Ordinance Amendment - Mixed Use Fast Food Restaurants. An ordinance to amend and reordain Chapter 24, Zoning, of the Code of the County of James City, Virginia, by amending Article V, Districts, Division 15, Mixed Use, Section 24-521, Uses, to permit fast food restaurants in the mixed-use zoning district.

 

Case No. Z0-4-04. Zoning Ordinance Amendment - Mixed Use Accessory Apartments. An ordinance to amend and reordain Chapter 24, Zoning, of the Code of the County of James City, Virginia, by amending Article V, Districts, Division 15, Mixed Use, Section 24-521, Uses, and Article II, Special Regulations, Division 1, In General, Section 24-32, to permit accessory apartments in the mixed-use zoning district.

 

Case No. Z-11-04/MP-9-04. Ford's Colony Master Plan Amendment. Mr. Charles Records has applied on behalf of Realtec Inc. to amend the adopted Ford's Colony Master Plan and proffers to permit the construction of fifty single family homes on 35.1 acres currently designated for a hotel/conference center on the approved master plan. There is no proposed increase to the total number of approved residential units. The site is zoned R-4, Master Planned Community, with proffers and is generally located at 185 and 245 Ford's Colony Drive. The site is designated for Low Density Residential development on the Comprehensive Plan Land Use Map with a recommended density of 1 dwelling units per acre, up to a maximum of 4 units per acre, depending on the character and density of surrounding development. The proposed density for this property is 2.29 dwelling units per acre. The property is inside the County's Primary Service Area and can be further identified as parcels (1-53) and (1-58) on the Real Estate Tax Map No. (31-3).
