James City County seeks applications for Purchase of Development Rights Program

The James City County Purchase of Development Rights Program (PDR) will hold an Open Application Period June 1 through July 31. The PDR Program is voluntary for James City County landowners interested in preserving the natural character of their property.

 

The Board of Supervisors established the program in November 2001 to protect open space, community character, farmland, forest land, and natural resources in the County. The PDR program allows landowners to sell the development potential of qualifying property to the County while maintaining the right to continue to own and use the land. The land is protected in perpetuity through a conservation easement deeded to the County.

 

Once the application period has closed, applications will be evaluated and ranked according to established ranking criteria. A proposed list of applications will then be presented to the Board of Supervisors for approval to begin negotiations.

 

The previous Open Application Period was held in spring 2002. Of 13 ranked applications, conservation easements were purchased on four rural parcels totaling 364 acres. These parcels include a 120-acre grain farm on Forge Road, a 17-acre specialty crop farm on Diascund Road, a wooded, 50-acre environmentally sensitive parcel bordering Diascund Creek and a similar parcel of 167 acres in the headwaters of the Yarmouth Creek Watershed.
