Planning Commission Public Hearing Notice for October 3, 2005
The Planning Commission of James City County, Virginia, will hold a public hearing on Monday, October 3, 2005, at 7:00 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County, Virginia, to consider the following:
Case No. Z-13-05. Village at Toano
Mr. Vernon M. Geddy, III, has applied to rezone approximately 20.881 acres of land near the intersection of Forge Road and Richmond Road from A-1, General Agricultural, to R-5, Multifamily Residential, with proffers, for the development of 94 town homes. The property is also known as Parcel No.(1-10) on the James City County Real Estate Tax Map No.(12-3). The site has two designations on the Comprehensive Land Use Plan. The rear of the property (approximately four acres) is designated Low Density Residential, while the balance of the site, including the frontage on Forge Road, is designated Moderate Density Residential. Recommended uses on property designated for Moderate Density Residential include townhouses, apartments, and attached cluster housing, with a recommended minimum gross density of four dwelling units per acre, and up to a maximum of 12 dwelling units per acre in developments that offer particular public benefits. The project proposes 94 dwelling units with a density of 4.5 du/acre.
Case No. Z-14-05/MP-11-05. Revised Master Plan for portion of Burnt Ordinary PUD
Mr. Vernon M. Geddy, III, has applied on behalf of Associated Developers, Inc. to rezone approximately 11 acres of land from PUD-R and M-1 to MU, with proffers, to permit the development of a mixed use village style commercial center. The property is located at 7858, 7856, 7848, and 7866 Richmond Road, and 3290 and 3336 Toano Drive, and is further identified as Parcel Nos. (2-11), (1-26C), (1-26E), (2-20), (2-15), and (2-14) on James City County Real Estate Tax Map No. (12-4). The property is designated Mixed Use on the Comprehensive Plan Land Use Plan. Mixed Use areas are centers within the Primary Service Area where a broad spectrum of land uses are encouraged. The Mixed Use designation in this particular area primarily suggests moderate residential development, neighborhood-scale commercial establishments and small office developments.
Case No. SUP-28-05. New Dawn Assisted Living
Mr. Brian May has applied for a Special Use Permit on the parcel located at 1807 Jamestown Road, which is currently zoned R-8, Rural Residential, and LB, Limited Business, in order to construct and operate an assisted living facility. The property is also known as Parcel No. (1-70a) on the James City County Real Estate Tax Map No. (47-3). Mr. May has filed the Special Use Permit application because the proposed building is approximately 8,000 square feet larger then the current SUP allows. The site is designated as Low-Density Residential by the James City County Comprehensive Plan. Recommended uses include very limited commercial establishments, single family homes, duplexes, and cluster housing with a recommended gross density of one unit per acre up to four units per acre in developments that offer particular public benefits.
