James City County receives proposal to build Warhill sports facility

James City County has received an unsolicited proposal to design and build the Community Sports Facility off Centerville Road on the Warhill tract. County Administrator Sandy Wanner received the unsolicited proposal on Dec. 15 from Curtis Contracting, Inc., pursuant to the Public-Private Education Facilities and Infrastructure Act (PPEA).


State law specifically establishes the PPEA to allow public entities to receive solicited or unsolicited

proposals by private entities for the development of a wide range of projects to be completed in a timely and cost-effective manner. If the County accepts Curtis' unsolicited proposal, the County will publish a public notice for 45 days during which time other competing proposals will be considered.


The Community Sports Facility is currently under design as part of the County's Capital Improvement Program. The 3,000-seat-facility with synthetic turf field will serve as a competition venue for day and evening high school sports and other community functions. It is scheduled to be completed by August 2007 and will be operated through the County's Parks and Recreation Division.
