Outdoor Water Use Regulations Begins May 1

In effect since 2002, the annual outdoor water use regulations for JCSA customers begin May 1st through September 30th.  It is particularly important that JCSA customers conserve water during the regulation period for 2006 due to the extended period of significant rainfall deficit.  Our area is currently experiencing moderate drought conditions according to the U.S. Drought Monitor (http://www.drought.unl.edu).

 

The James City Service Authority (JCSA) is the largest utility in Virginia that is primarily reliant on groundwater for its water supply system.  During our peak season in the summer, water usage dramatically increases by 60 – 70 percent due to outdoor water use activities such as watering landscapes and irrigating lawns. 

 

Under the regulations, JCSA customers can use water outdoors for any purpose, at any time, on any day, as long as it is with a container or a hose with an automatic shutoff nozzle.  The hose must be attended at all times.  Any other method of outdoor water use, such as irrigation systems, sprinklers, or hoses without automatic shutoff nozzles, must follow the Outdoor Water Use Schedule, which is based on street address.

 

Under the schedule, JCSA customers with odd addresses, such as 101 Main Street, can use water outdoors between midnight and 9 a.m. and between 5 p.m. and midnight on Wednesday, Fridays and Sundays.  Neighborhood common areas are considered odd addresses. JCSA customers with even addresses, such as 100 Main Street, can use water outdoors between midnight and 9 a.m. and between 5 p.m. and midnight on Tuesdays, Thursdays and Saturdays.  In other words, outdoor water use is not permitted between 9 a.m. – 5 p.m. or any time on Mondays.

 

In addition, all irrigation systems installed after March 8, 2005, in James City County and supplied water by the JCSA are required to have a rain sensor that is adjusted to shut off automatically when one-fourth inch of rain has fallen.  JCSA customers with automatic irrigations systems that were installed prior to March 8, 2005, without a rain sensor are encouraged to install a rain sensor.  All automatic irrigation systems must have a backflow prevention device permitted through Code Compliance.

 

The regulations only apply to customers of the JCSA, but citizens with private wells and residents in the neighborhoods of Kingsmill and Grove who are customers of Newport News Waterworks are encouraged to follow the regulations.

Violation is a Class I Misdemeanor, punishable by a fine of up to $2,500.  Violations may be reported by calling JCSA Operations at (757) 229-7421

Outdoor water use allowed between midnight and

9 a.m. and between 5 p.m. and midnight.  No outdoor water use permitted on Mondays or between 9 a.m. and 5 p.m. to allow for system recovery.
