James City Fire Marshals Make Arrests in Unrelated Vehicle Arson Cases - Media Release1

The James City County Fire Marshal's Office has arrested two individuals in connection with a vehicular arson which occurred July 25, 2009, at approximately 6:29 am, in the 120 Block of Grove Heights Avenue in James City County, Virginia. The vehicle, a 2008 Hyundai Sonata was owned by Mr. Oscar Lamont Frazier of 3535 South Ball Street in Arlington, Virginia. Mr. Frazier reported his vehicle as stolen from an address in Washington D.C. to the Washington D.C. Metropolitan Police Department.

 

The investigation disclosed that Mr. Oscar Frazier drove the Hyundai Sonata from the northern Virginia area to the Grove area of James City County on July 25 with his girlfriend, Ms. Kiya Michelle Dowdy of 3535 South Ball Street, following in her vehicle. The investigation shows Mr. Frazier and Ms. Dowdy then returned to the Washington D.C. area where they reported the Hyundai Sonata as stolen.

 

On August 18, 2009, the James City County Fire Marshal's Office obtained three felony warrants for Mr. Oscar Lamont Frazier charging him with burning the Hyundai Sonata, insurance fraud, and conspiracy to commit insurance fraud. Mr. Frazier was arrested by James City County Fire Marshals, with the assistance of the Arlington County Police Department at his South Ball Street residence on August 18, 2009.

 

On September 11, 2009, the James City County Fire Marshal's Office obtained three felony warrants for Ms. Kiya Dowdy charging her with burning the vehicle, insurance fraud, and conspiracy to commit insurance fraud. Ms. Dowdy was arrested on September 16, 2009, at the Virginia Peninsula Regional Jail.

 

As of this date, the investigation continues. The James City County Fire Marshal's Office anticipates that additional conspirators will be charged.
