Public Hearing Notice

 

The Planning Commission of James City County, Virginia, will hold a public hearing on Wednesday, May 5, 2010, at 7:00 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County, Virginia, to consider the following:

 

HW-0001-2010/SUP-0008-2010: Busch Gardens Griffon Theatrical Lighting:  An application to amend an existing height limitation waiver and special use permit for the Griffon coaster to permit theatrical lighting.  The property is located in Busch Gardens at 7851 Pocahontas Tr.,  and is zoned M-1, Limited Business Industrial.  The property can further be identified as JCC Tax Map No 5140100009 and is designated Limited Industry on the Comp Plan.  Recommended uses include warehousing, office, light manufacturing plants, and public facilities with moderate impacts on the surrounding area.

 

SUP-0012-2010: Camp Road Tower Development Corporation Wireless Tower:  An application to allow for the construction of a 199’ wireless communications facility (195’ tower with a 4’ lightning rod).  The property is located at 126 Camp Rd and is zoned A-1, General Agricultural. The site can be further identified as JCC Tax Map No 1020100012 and is designated Rural Lands on the Comp Plan.  Recommended uses are agricultural and forestal activities, together with certain recreational, public or semi-public and institutional uses that require a spacious site and are compatible with the natural and rural surroundings.

 

Z-0002-2009/MP-0002-2009.  Governor’s Grove Section III-Proffer and Master Plan Amendment:  An application to amend the adopted Master Plan and Proffers for the Governor’s Grove development, originally approved as JCC Case Nos. Z-0009-2005/MP-0006-2005.  The application proposes changes to the approved entrances to the Section III parcel, as well as traffic improvements at the intersection of John Tyler Highway and Ironbound Road.  The parcel is located at 4399 John Tyler Hwy and is zoned MU, Mixed Use.  The property can further be identified as JCC Tax Map No. 4710100115 and is designated Mixed Use on the Comp Plan.  The approved Master Plan permits up to 25,000 square feet of commercial, wholesale, warehouse and office space in Section III.

 

SUP-0009-2010: USA Waste of Virginia Borrow Pit Renewal : An application to renew SUP-0020-2005 and continue the borrow pit operations at 700 Blow Flats Road.  The site can be further identified as JCC Tax Map No. 6030100003.  The parcel is zoned M-2, General Industrial, and has a Comp Plan designation of General Industry.  Recommended uses include industrial operations which are not compatible with residential or commercial service establishments.

 

SUP-0010-2010: Branscome Borrow Pit Renewal:   An application to renew SUP-0019-2005 and continue the borrow pit operation at 750 Blow Flats Road.  The site can be further identified as JCC Tax Map No. 6030100002.  The parcel is zoned M-2, General Industrial, and has a Comp Plan designation of General Industry.  Recommended uses include industrial operations which are not compatible with residential or commercial service establishments.

 

SUP-0004-2010 Courthouse Commons:  An application to allow for the construction of up to 83,000 square feet of commercial and retail space at 5223 and 5227 Monticello Avenue, 4023 and 4025 Ironbound Road, and 113 New Quarter Drive. The site can be further identified as JCC Tax Map Nos. 3840100003G, 3840100003E, 3840100003F, 3840100004, 3840100004B, and 3840100004A. The property is zoned M1, Limited Business/Industrial, and is designated as the New Town Mixed Use area on the Comp Plan. For this Mixed Use area, the principal suggested uses are a mixture of commercial, office, and limited industrial with some residential as a secondary use.

 

Case No. Z-0001-2009, SUP-0007-2010, MP-0001-2009 Colonial Heritage Deer Lake.  Amended rezoning and master plan applications have been submitted for the Colonial Heritage Deer Lake parcel.  The applications request a rezoning for a 130.3 acre portion of the 731.5 acre Deer Lake parcel located at 499 Jolly Pond Road from A-1, General Agricultural, to MU, Mixed-Use, with proffers, with a Special Use Permit for the extension of public utilities.  The property can be further identified as JCC Tax Map 2240100007.  The site is shown as Low-Density Residential and Rural Lands on the Comp Plan.  Recommended uses for Low-Density Residential include, very limited commercial establishments, churches, single family homes, duplexes, and cluster housing with a recommended gross density of 1 unit per acre up to 4 units per acre in developments that offer particular public benefits, while recommended uses for areas designated Rural Lands are agricultural and forestal activities, together with certain recreational, public or semi-public and institutional uses that require a spacious site and are compatible with the natural and rural surroundings.
