County Economic Development Director Announced

Russell SeymourJames City County Administrator, Robert C. Middaugh has announced Russell Seymour as the County’s new Economic Development Director. Russell comes from Spotsylvania County where he served as Director of Economic Development for the past five years. He will begin his new position on Monday, November 1, replacing retiring Director Keith Taylor. 


In Spotsylvania, Seymour was responsible for Economic Development and Tourism initiatives and served as staff to the County’s Economic Development Authority (EDA). He developed aggressive marketing and business attraction and retention programs with a comprehensive incentive program for new and expanding businesses. Results showed Spotsylvania County’s small business growth rate at 45 percent between 2005 and 2009, above regional and state averages. Additionally, Spotsylvania’s 2009-2010 existing business capital investment is projected at $19.9 million with over 1,000 new jobs created.


“His working relationships with the Spotsylvania business and tourism communities coupled with his background in marketing, business attraction and retention, workforce development, and planning make him the right fit for James City County. We look forward to his energy and creative approach,” says Middaugh. “Under his leadership, Spotsylvania has increased leads on prospective businesses by 45 percent and increased the number of companies within the County’s target market by 43 percent between 2005 and 2009,” he added.


Seymour was also Vice President of the Fredericksburg Regional Alliance which gave him considerable experience with corporate leaders, foreign delegates, community leaders and government officials as he worked to attract capital investments and create new jobs. 


Russell Seymour is a 1994 Christopher Newport University graduate with a BS in Business Administration. He has a Masters Degree in Urban Planning from the University of Akron. He has completed courses from the International Economic Development Council (IEDC) with additional training from University of Mary Washington College of Graduate and Professional Studies and the Darden School of Business at the University of Virginia.  His professional affiliations include the Virginia Economic Developers Association and the IEDC. Seymour lives in Yorktown with his family.
