Special Meeting Notice for September 1, 2010 - Planning Commission

The Planning Commission of James City County, Virginia, will conduct a meeting on Wednesday, September 1, 2010, to receive public input on matters relating to the Zoning Ordinance Update.  Topics for discussion are residential and rural lands districts, the Subdivision Ordinance and green building practices.  The Planning Commission will begin the special meeting at 4:30 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County, VA.

 

The Planning Commission will begin public hearings at 7:00 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County, Virginia, to consider the following:

 

SO-0002-2010.  Subdivision Ordinance Amendment: To amend JCC Code, Chapter 19, Subdivisions, Article II, Procedures and Documents to be Filed, Section 19-29, Final Plan – Submittal requirements, to bring the County Code into conformance with the Chesapeake Bay Act.

 

SUP-0019-2010, Harmonious Hardscapes: An application for a Special Use Permit to allow the construction of a retail landscaping store of approximately 1,440 square feet on a parcel zoned A-1, General Agriculture. The proposed building will be located at 8162 Richmond Road and can be further  identified as James City County Real Estate Tax Map No. 1240100012. The site is shown by the Comprehensive Plan as General Industry. Recommended uses include uses that maximize the industrial opportunities of an area.

 

SUP-0018-2010, American Heritage RV Park ExpansionAn application for a Special Use Permit to allow the expansion of the existing RV Park.  The proposed expansion will be located at 146 Maxton Lane and can be further identified as James City County Real Estate Tax Map No. 1340100035, and includes additional sites and amenities.  The property is shown by the Comprehensive Plan as Economic Opportunity.  Recommended uses include industrial, light industrial and office uses, intended primarily for economic development and the creation of jobs.

 

AFD-1-89.  Armistead Agricultural & Forestral District: An application to renew the Armistead Agricultural and Forestal District, which consists of approximately 311 acres of land generally located between Longhill and Centerville Roads and is bounded by the County’s Warhill Sports Complex, Ford’s Colony, Forest Glen, Fox Ridge, Longhill Station, and Adam’s Hunt subdivisions and further identified as James City County Real Estate Tax Map Nos. 3120100017, 3120100014, 3130100029, and 3140100001.  The parcels are zoned A-1, General Agriculture, and R-8, Rural Residential and are designated Low-Density Residential and Conservation Area on the Comprehensive Plan. 

 

AFD-5-86.  Barnes Swamp Agricultural & Forestral District: An application to renew the Barnes Swamp Agricultural and Forestal District, which consists of approximately 1,604 acres of land and adjoins the New Kent County border, extending from a point approximately 5,000 feet east of Holly Forks Road west to Diascund Reservoir and south to Richmond Road and further identified as James City County Real Estate Tax Map Nos. 0310100001, 0310100002, 0310100003, 0330100003, 0330100004, 0330100006, 0240100012, 1010100001, 0320100001, 0320100002, 0320100002A, 0320100003, 0320100003A, 0320100004, 0410100005, 0410100006, 0420100008, 0420100014, 0430100015, 0430100016, 0920100001, 0240100029, 0420100020, 0420100018, 0440100001, 0310100001B, 0310100001A, and 0430100014A.  The parcels are zoned A-1, General Agriculture and are designated Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-1-02.  Carter’s Grove Agricultural & Forestral District: An application to renew the Carter’s Grove Agricultural and Forestal District, which consists of approximately 317 acres of land generally located between the James River, Ron Springs Road, and south of Pocahontas Trail (Route 60) and further identified as James City County Real Estate Tax Map Nos. 5820100002, 5910100030, and 5910100021.  The parcels are zoned R-8, Rural Residential, R-2, General Residential and LB, Limited Business and are designated Park, Public, Semipublic Open Space; Federal, State, County Land; Conservation Area; and Neighborhood Commercial on the Comprehensive Plan. 

 

AFD-10-86.  Christenson’s Corner Agricultural & Forestral District: An application to renew the Christenson’s Corner Agricultural and Forestal District, which consists of approximately 562 acres of land generally located south of Riverview Road between Newman Road and Riverview Plantation and further identified as James City County Real Estate Tax Map Nos. 1540100011, 1630100001, and 1640100003.  The parcels are zoned A-1, General Agriculture and are designated Rural Lands and Conservation Area on the Comprehensive Plan.

 

AFD-6-86.  Cranston’s Pond Agricultural & Forestral District: An application to renew the Cranston’s Pond Agricultural and Forestal District, which consists of approximately 769 acres of land generally located southeast of Chickahominy and Little Creek Dam Roads and further identified as James City County Real Estate Tax Map Nos. 2330100001, 2230100026, 2240100001A, 2220100087, and 3120100003B.  The parcels are zoned A-1, General Agriculture and R-8, Rural Residential and are designated Rural Lands, Low-Density Residential and Conservation Area on the Comprehensive Plan. 

 

AFD-2-86.  Croaker Agricultural & Forestral District: An application to renew the Croaker Agricultural and Forestal District, which consists of approximately 1,075 acres of land generally located in and around the Croaker Road area and further identified as James City County Real Estate Tax Map Nos. 1530100044, 1440100015, 1530100043, 1530100042, 1530100036, 1530100002, 1530100034, 1440100010, 1440100009, 1320100018, 1410100001, 1440100014, 1530100035, 1530100018, 1530100019, 1530100029, 1540100004, 1530100035A, and 1530100032.  The parcels are zoned A-1, General Agriculture and are designated Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-9-86.  Gordon Creek Agricultural & Forestral District: An application to renew the Gordon Creek Agricultural and Forestal District, which consists of approximately 3,206 acres of land generally located in and around the Centerville Road/News Road area and further identified as James City County Real Estate Tax Map Nos. 3520100016, 3630100001, 3030100004, 3540100001, 3520100001B, 2940100011, 3420100002, 3420100002A, 3630100003, 3610100006, 3620100040, 4320100001, 3640100007, 3030100003, 3610100003, 3610100004, 4410100001, 3530100001, 3620100018, 3540100009, 3420100001, 4410100002, 3510100003, 3510100006, 2940100003, 3030100007, 3520100007, 3610100001, 3610100002, 4320100003, and 3520100010.  The parcels are zoned A-1, General Agriculture and are designated Low-Density Residential, Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-12-86.  Gospel Spreading Church Farm Agricultural & Forestral District: An application to renew the Gospel Spreading Church Farm Agricultural and Forestal District, which consists of approximately 1,133 acres of land generally located from College Creek extending west to Neck-O-Land Road and further identified as James City County Real Estate Tax Map Nos. 4830100035, 5620100001, 4740100037, 4740100042C, 4740100042D, 4740100042E, 4740100040, 4740100041, and 4830100042.  The parcels are zoned A-1, General Agriculture; R-8, Rural Residential; R-2, General Residential; and R-1, Limited Residential and are designated Rural Lands, Low-Density Residential and Conservation Area on the Comprehensive Plan. 

 

AFD-3-86.  Hill Pleasant Farm Agricultural & Forestral District: An application to renew the Hill Pleasant Farm Agricultural and Forestal District, which consists of approximately 568 acres of land generally located southwest of Norge in between the CSX Railway and Interstate 64 and further identified as James City County Real Estate Tax Map Nos. 2410100004, 2410100005, 2410100015D, 2430100017, and 2430100031B.  The parcels are zoned A-1, General Agriculture and M-1, Limited Business/Industrial and are designated Economic Opportunity, Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-7-86.  Mill Creek Agricultural & Forestral District: An application to renew the Mill Creek Agricultural and Forestal District, which consists of approximately 2,913 acres of land generally located from Richmond Road in the north to below Uncle’s Creek in the south. The bulk of the land lies between Forge Road and the CSX railroad tracks and further identified as James City County Real Estate Tax Map Nos. 2020100006, 2020100003, 2020100001, 2110100005, 1130100028, 1130100028A, 1140100006, 1140100002, 1040100005, 1040100006, 1040100003, 1010100038, 1030100019, 1020100017, 1010100028, 1010100007, 1140100005, 2020100002, 0920100036, 1030100003, 2020100005, 2020100007, 2020100008, 1030100013, 1020100004, 1110100001, 2010100002, 1020100012, 0940100008N, and 0940100008H.  The parcels are zoned A-1, General Agriculture are designated Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-1-93.  Williamsburg Farms Agricultural & Forestral District: An application to renew the Williamsburg Farms Agricultural and Forestal District, which consists of approximately 279 acres of land generally located on the east side of Lake Powell Road and is adjacent to the Vineyard’s at Jockey’s Neck subdivision and further identified as James City County Real Estate Tax Map Nos. 4840100012, 4840100010, 4840100010D, 4840100010E, and 4840100010B.  The parcels are zoned R-8, Rural Residential and R-1, Limited Residential are designated Low-Density Residential and Conservation Area on the Comprehensive Plan. 

 

AFD-11-86.  Yarmouth Creek Agricultural & Forestral District: An application to renew the Yarmouth Creek Agricultural and Forestal District, which consists of approximately 2,031 acres of land generally located along Jolly Pond Road, between Yarmouth Creek and the Chickahominy River and further identified as James City County Real Estate Tax Map Nos. 2930100005, 2930100002, 2840100005, 2910100001, 2920100001, 2940100001, 2940100002, and 2840100008.  The parcels are zoned A-1, General Agriculture are designated Rural Lands and Conservation Area on the Comprehensive Plan. 

 

AFD-2-86-2-2010.  Hankins Property Croaker AFD Addition:  Mr. George Hankins has applied to add 308.61 acres to the existing Croaker Agricultural and Forestal District (AFD-2-86).  The properties are located at 8196, 8240, and 8220 Croaker Road and can be further identified as JCC Tax Map Nos. 1430100039, 1440100019, and 1430100040.  The parcels are zoned M-1, Limited Business/Industrial, A-1, General Agricultural, R-5, Multifamily Residential, and R-8, Rural Residential and are designated Mixed-Use on the Comprehensive Plan.

 

AFD-5-86-2-2010.  Racefield Property Barnes Swamp AFD Addition: Steven and Michelle Johnson have applied to add approximately 121 acres to the existing Barnes Swamp Agricultural and Forestal District (AFD-5-86).  The properties are located at 230 and 260 Racefield Drive and can be further identified as James City County Real Estate Tax Map Nos. 0340800003 and 0340800005.  The parcels are zoned A-1, General Agriculture, and are designated Rural Lands and Conservation Area on the Comprehensive Plan.
