County announces Transfer of Development Rights Public Forum

James City County has scheduled a public forum to discuss transfer of development rights (TDR). The 2009 Comprehensive Plan recommended looking at the feasibility of a TDR program for the County as an additional growth management tool in the Rural Lands. The feasibility study that is in progress will look at ways to provide incentives for residents, landowners, and businesses to shift potential development from Rural Lands to areas that are already planned for development. All landowners, residents, developers, businesses, and interested parties are invited to come, learn more about the topic, and share your thoughts.

Transfer of development rights is a way to shift the development rights from one property - which then is permanently preserved - and transfer them for use on another property. If James City County pursues a TDR program, the effects could be felt County-wide. TDR could provide landowners in sending areas an additional option to realize the financial value of their property and result in the preservation of farms, views, and open space in rural areas. TDR could also result in an increased concentration of residential or commercial development in targeted areas within the County. For more information about TDR and the forum, visit www.jccplans.org.
