County’s Economic Development Authority elects officers

Paul W. Gerhardt has been elected as the 2013 Chairman of the James City County Economic Development Authority (EDA) and Marshall N. Warner as the 2013 Vice Chairman. Both served in these positions during 2012.


Gerhardt has served on the EDA since July 2008 and is the EDA’s liaison with the James City County Business and Technology Incubator. Gerhardt is a member of the American Health Lawyers Association, Historic Triangle Real Estate Group, and Urban Land Institute, and serves on the Board of the Williamsburg Community Foundation and the Williamsburg Regional Board for Middleburg Financial Corporation. He served as President of the Hampton Roads Association for Commercial Real Estate in 2002 and still serves on its Presidents’ Council. Gerhardt received his B.A. and J.D. from Washington and Lee University. He has been a lawyer with the law firm of Kaufman and Canoles for the past 28 years and serves as the partner in charge of the firm’s Senior Housing and Care practice and the Co-Chairman of the firm’s Real Estate Strategies Group.



Warner is the Executive Vice President at Chesapeake Bank, where he has been employed for the past 21 years. He has served on the EDA since July 2006. Warner was a previous chair Greater Williamsburg Chamber and Tourism Alliance and is currently serving on the Board of Directors Executive Committee. Currently, he is president of the Board of Directors of the United Way of Greater Williamsburg. Warner previously served on the Board of Directors at Williamsburg Landing. He earned a Bachelor’s of Science in Finance from Rider University in Lawrenceville, New Jersey and then served four years in the United States Army as a captain.


The James City County EDA is a seven-member volunteer Board whose members are appointed by the County Board of Supervisors and serve staggered four-year terms. The Authority's mission is to assist the County and its Office of Economic Development in expanding James City County's business, tax and job bases.
