The James City County Board of Supervisors presented retiring Police Chief Emmett Harmon with a Resolution of Appreciation at their Dec. 10 meeting. Harmon was the first Police Officer hired when the County formed its new Police Department in 1979. In his 34 years of service, Harmon rose through the ranks as a Patrol Officer, Sergeant, Lieutenant, Major, Deputy Chief and finally Chief of Police. Under his leadership, the Department obtained its first State accreditation and received many State and national awards. Harmon will retire on Dec. 31.
