JCC landowners have opportunity to propose
Land Use designation changes as part of update to Comprehensive Plan

As part of the 2035 Comprehensive Plan update, James City County landowners have the opportunity to propose changes to their Land Use designation or propose that their property be added to or removed from the Primary Service Area (PSA).


The Land Use Map designation, in conjunction with County development guidelines, details how property owners may be able to use their property in the future. Land Use designations and development standards are used when the Planning Commission and Board of Supervisors consider certain development proposals, such as rezonings and special use permits. The Land Use Map helps determine what kind of growth will occur in the County and where. Land Use Map designation changes are considered during the Comprehensive Plan update.


Applications for proposed changes to the Land Use Map designation will be accepted until April 30, 2014. Applications are available through the Planning Division at 101 A Mounts Bay Rd., online at or by calling 757-253-6685.


Beginning in June, proposed Land Use changes will be available for public comment online. A series of public meetings will also be held in late May/early June to offer additional opportunities for comments.


The Planning Commission will consider Land Use applications beginning in the fall and applications will ultimately be acted on by the Board of Supervisors as part of the adoption of the Comprehensive Plan.


The current Land Use Map designation for all property in the County is available online at or by calling 757-253-6685.


The Comprehensive Plan is the County’s master plan for guiding future growth as put forth by County citizens. It is reviewed every five years and is used to evaluate development proposals and guide the decisions of County departments over the next 20 years. It covers all aspects of the community, and the 2035 Comprehensive Plan review will specifically focus on economic development, transportation and land use.
