State Income Tax Returns


Where to File - You may file your return at the Commissioner of the Revenue's Office, the Satellite Office, or directly to the State. The Commissioner of the Revenue's Office is linked with the Department of Taxation to allow for the direct entry of returns which qualify for the Accelerated Refund Program making it possible for County residents to receive their refunds within 5-7 working days.  To qualify for this program the return must be filed using the same name(s), address, social security number(s) and filing status as the previous year.

The Commissioner of the Revenue's Office provides assistance in the filing of VA Individual Income Tax Returns and processes those returns for James City County Residents. All returns filed with this office are checked for accuracy and corrections are made when possible. This procedure results in tax savings for the citizens of James City County in excess of $100,000 each year.

Penalties for late payment - If a payment is received late, a 6 percent penalty will be applied PER MONTH, up to 30 percent. An annual interest rate of 8 percent will also be applied.

Payments - You may file a payment agreement with the Treasurer's Office which will stop any further legal action as long as regular payments are made. A payment agreement does not stop the penalty or interest. We only collect for the current year's taxes and balances are turned over to the state every December 15. Once your account has been turned over, all correspondence and payments should be forwarded directly to the State. The State's help line telephone number is 804-367-8031.

Balance - The Treasurer will send you a monthly statement reflecting the current balance due on your account. If you have questions about this balance, please contact the Treasurer's Office immediately.

Due Dates - There are four vouchers due throughout the year. These dates are as follows:

  • Voucher 1, May 1
  • Voucher 2, June 15
  • Voucher 3, September 15
  • Voucher 4, January 15

Where to File/Make Payments - Estimated tax payments may be filed on the Local or State level. If you wish to file locally, your first voucher should be filed with the Commissioner of the Revenue's Office, who will in turn forward the payment to the Treasurer once your account has been created. Please make all checks payable to Treasurer, James City County. The telephone number to reach the Commissioner of the Revenue's Office is 757-253-6695. All remaining vouchers are filed directly to the Treasurer's Office. All payments are posted and deposited into a state account.

Penalties for Late Payments - Penalties for filing late estimated payments are assessed by the Department of Taxation. We do not have any information on what the penalty may be for a late payment. You may contact the Department of Taxation at 804-367-8031 for more information.

  • All income tax information (W-2’s, 1099's, 1098, etc.) for tax year
  • Social Security information for all persons on return
  • Documents for all deductions
  • Copy of previous year's tax return (if available)
  • Complete bank account information for direct deposit
