Turnaround Project - April 2021
Scope of Work
Design and construct turnarounds at either termini on Jolly Pond Road. The project is required to provide for the safety of the travelling public. The James City County Board of Supervisors approved the abandonment of a section of Jolly Pond Road where it crosses over the dam due to safety concerns. The turnarounds will provide a safe location for traffic to turn around.

- Jan. 2020 – Begin scoping and design of project
- May 2020 – Complete Concept Plan
- Nov. 2020 – Plan Approval from VDOT/JCC
- Dec. 2020 – Advertise Project
- Jan. 2021 – Bid Opening
- Apr. 2021 – Begin Construction
- May 2021 – End Construction
Budget
- Design, Permitting, and VDOT oversight – $45,746 – 70% complete
- Phase 1 Archaeological Study – $3,485 – 100% complete
- Construction Cost- $99,388 – 0% complete
Milestones
- Dec. 2019 - BOS approves abandonment of section of Jolly Pond Road.
- May 2020 – County has received Concept Plan and is reviewing
- July 2020 – County conducted a Phase 1 Archaeology study at site – no artifacts found
- July 2020 – 90% Plans submitted to County for review
- Nov. 2020 – Plans approved by County and VDOT
- Dec. 2020 – Project Advertised
- Feb. 2021 – Project Awarded to JSG Corp
- Apr. 2021 – Construction to begin on April 5, 2021
