Submeter/Sewer Cap FAQs

What is happening?

  • Beginning February 1, 2024 all single-family residential customers will have their monthly JCSA sewer collection bill capped at 8,000 gallons.
  • Customers will no longer have to submit submeter readings.

Why is this happening?

  • The new program was developed in response to customer feedback and concerns about the difficulty in getting submeter readings and submitting them on time.  

How does this help the customer?

  • The new program is a win-win for customers: no need to submit submeter readings and the monthly JCSA sewer bill is capped.
  • Customers will no longer need to physically obtain the reading, track the submission deadline and then remember to submit submeter readings monthly.
  • Submeters will no longer need to be installed on new systems or replaced on existing systems thereby reducing the cost of irrigation installation/repairs.
  • Customers will not receive unexpected large bills for sewer charges due to missed submeter readings.  
  • Annual submeter fee will no longer be charged.

What will the maximum monthly sewer bill be for a residential customer be under the new sewer cap?

  • $24.88 per month ($3.11 x 8,000 gallons)

When is this starting?

  • JCSA’s submeter program is ending November 1, 2023.
  • All submeter readings must be entered in the portal or received at JCSA by November 1, 2023.

What about HRSD’s submeter credit?

  • Existing submeter customers can still enter readings on HRSD’s website and receive credit on their HRSD wastewater treatment bill.
  • New HRSD customers who choose to irrigate can elect to enroll in HRSD’s flat rate for wastewater treatment.
