The Economic Development Authority (EDA) of James City County is pleased to announce that the Board of Supervisors appointed three new directors to the EDA. New directors include Michael Maddocks, Carlton Stockton and William Turner. Stockton and Turner will serve four-year terms. Maddocks will serve the remaining two years of an open appointment.

Maddocks is Senior Vice President of Business Development for Village Bank, Stockton is retired from MCI Communications and Turner is Senior Vice President with Wells Fargo. All EDA directors live in James City County.

Outgoing members of the EDA include Paul Gerhardt, Rick Shippey and Marshall Warner. Gerhardt is Managing Director of Kaufman & Canoles’ Richmond office and a member of the firm’s Williamsburg office, Shippey is Plant Manager of Printpack and Warner is Executive Vice President of Chesapeake Bank. Gerhardt had served on the EDA since 2008 and Warner had served on the EDA since 2006. Both Gerhardt and Warner previously served as chair. James City County sincerely thanks Gerhardt, Shippey and Warner for their experience, knowledge and service to the EDA.

Additionally, new officers were selected at the August EDA meeting. Robin Bledsoe will serve as chair and Christopher Odle will serve as vice chair. Bledsoe has served on the EDA since November 2017 and Odle has served on the EDA since July 2015. Previously, Bledsoe served on the James City County Planning Commission. Bledsoe is CEO of B&D Capacity Builders and author of Trail Magic: A Journey About Starting in One Place and Ending in Another. Odle is Executive Vice President of Development for Armada Hoffler Properties.

The EDA is a seven-member volunteer board whose members are appointed by the Board of Supervisors and serve staggered four-year terms. The Authority’s function is to pursue and comply with the goals and objectives set forth in the Comprehensive Plan; to advise the Board of Supervisors through the County Administrator of any application made by an agent or representative of a prospective facility requesting the Authority to issue bonds; and to advise the governing body of James City County of the potential location of the facility.
