JCCPD Celebrates the Retirement of MPO McDowell

JCCPD is releasing news

Fellow Officers, County Officials, friends, and family gathered on Jan. 12 to celebrate the retirement of Master Police Officer Alan McDowell, Jr., who has been with the JCCPD since 1991. Commended for his dedication, MPO McDowell was given his retirement badge by Interim Chief Dallman and celebrated for his contributions to the JCCPD and James City County. 

Alan McDowell, Jr. was hired by the James City County Police Department on April 1, 1991, and served until his retirement on November 30, 2022. During his career, MPO McDowell served as a Patrol Officer, School Resource Officer, Homeland Defense Officer, and Crime Prevention Officer. 

In addition to his regular duties, Alan served on the department’s SWAT Team and Tactical Field Force. During his career, Alan also achieved instructor certifications in numerous disciplines, including Firearms, Defensive Tactics, Baton, OC, EVOC /Driving, Basic Life Support, Naloxone, Project Lifesaver, and RAD.

MPO McDowell also achieved and has kept his certification as a state and nationally-certified Crime Prevention Specialist. He has an associate degree in Criminal Justice from J. Sergeants Reynolds Community College and has continued his education at Virginia Commonwealth University.

In his career, McDowell has been awarded:

  • Officer of the Year 1999
  • Outstanding Service 2000 (Presented by the JCC Board of Supervisors)
  • SWAT Operator of the Year 2007 
  • Meritorious Service Award 2009
  • Distinguished Service Award 2014
  • Meritorious Service Award 2016
  • Community Policing Award 2020
  • Life-Saving Award 2022
  • Community Policing Award 2022
